Imaam Maalik
(may Allaah have mercy on him) said, “It is not proper for a person to consider
himself qualified for something until he has asked one who is more
knowledgeable than him. I did not issue fatwa until I asked Rabee’ah and Yahyaa
bin Sa’eed and they permitted me to do so. If they had asked me to refrain from
it, I would have done so.”
He also said: "I did not sit [in the masjid to teach and issue fatwa] until seventy
Shaykhs among the people of knowledge testified for me that I am qualified to
do that.”
